Microsoft SBS 2003 R2 TCP/IP Problem

I am running MS SBS 2003 R2 standard for half year, it always has a
problem, but nothing showing in event logs. Almost every time I reboot
or after Windows update reboot, the machine comes back with no network
connectivity, I cannot ping my router from server and none of
workstaions can ping server. It's like the network card is been
blocked, by the way the Microsoft Firewall is off. But I can ping
127.0.0.1, what is the problem?

MS SBS 2003 R2 Stardard, with Exchange, DC, DHCP, DNS, RRAS for PPTP
VPN. DELL PowerEdge 860 with dual Broadcom Gigabit NIC, one is
disabled, one link to internal network with static ip, Netgear router.
Normal, Normal, Normal setup.
