All steps were followed with exception of content database rights....

-The SharePoint Services timer is runing under NT AUTHORITY\NetworkService
-I added the NT AUTHORITY\NETWORK SERVICE account to the Farm Administrators
group

Is there some other step in providing access to the content DB?

From your post, I understand that you installed SahrePoint V3 on SBS 2003
server. Now the alert is not generated.

For this problem, I suggest you try following general steps:

1. Make sure the Alert settings are correctly set to include item modified.
(suggest to choose "All changes" option to test the issue)

2. Open the SharePoint Central Administration page, click on Operations >
Timer Job Status, make sure the following two jobs are showing "success"
and 100%:
Change Log
Immediate Alerts
If not, Cancel them, and restart Windows SharePoint Services Timer service,
and retry the two jobs.

3. Open the command window, navigate to the BIN folder and get the property
of Alerts-enabled to make sure the alerts are enabled for the timer service:

C:\Program Files\Common Files\Microsoft Shared\web server
extensions\12\BIN>stsadm.exe -o getproperty -url <http://problemsite> -pn
alerts-enabled

The expected output is

<Property Exist="Yes" Value="yes" />

4. Make sure the account running the SharePoint Timer service is the
account which has the administrator Full Control permission over the site
and the full permission over the content database. Restart the timer
service if required.

If none of above steps works, since this is a SharePoint issue, I suggest
you post the problem in SharePoint newsgroup for further assistance. The
reason why we recommend posting appropriately is you will get the most
qualified pool of respondents, and other partners who read the newsgroups
regularly can either share their knowledge or learn from your interaction
with us.
