As you've already installed different NICs - If you can, disable the on-board nics in the bios.
You may need to go into device manager and check for hidden devices afterwards, if the broadcom nics are still present then delete them.
1) Click Start, click Run, type "cmd.exe" (without the quotation marks),
and then press ENTER.
2) Type "set devmgr_show_nonpresent_devices=1" (without the quotation
marks), and then press ENTER.
3) Type "Start DEVMGMT.MSC" (without the quotation marks), and then press
ENTER.
4) Click View, and then click Show Hidden Devices.
5) Expand the Network Adapters tree.
6) Right-click the dimmed network adapter, and then click Uninstall.
NOTE: don't close the dos window until you're finished.

History - my client has Dell PE1900 with broadcoms - server was Ok with SBS
200R2 standard - as delivered by Dell. When the Premium installed - well
ISA2004 the server decided not to play ball. exchnageweb, connectcomputer
would not work on the LAN. Replaced with 3Com cards and all OK but Changeip
and ICW will not run and get errors.
Below is copy of the changeip log - i have searchd the web and nothing comes
up!!
Any ideas?

Error message box (msg id 10): An error occurred while changing the IP
address. Your server might be partially configured. We recommend that you run
the Change IP Address Tool again and enter the original IP address of the
server.
If this error message appears again, ensure that the local network adapter
is enabled in Network Connections and that it is connected to a switch or hub
that has power. Also, open Services, and ensure that any services having a
startup type of Automatic are running.
If the error message still occurs, see the log file at C:\Program
Files\Microsoft Windows Small Business Server\Support\Changeiplog.txt.
