When we telnet into port 25 it comes back with a message that it could not
open this port.

We are using a new modem/router and other services like remote desktop work
fine.

The first line is the key, the rest means nothing.

If you can not telnet to port 25 then you need to figure out why:

1) From outside your network, telnet to the public IP that is forwarded
to your servers NIC with SMTP bound to it - did it respond?

2) If the above fails, do it from inside your network, on the LAN, test
- does it respond?

3) Assuming #1 fails, #2 works, then you only have two other areas:

3A) is the new Modem (ISP device) giving you a PUBLIC IP or a PRIVATE
IP?

3AA) If the ISP device gives a private IP then you will need to get them
to provide a PUBLIC IP in what is called BRIDGE MODE if DSL, or just a
Fixed IP if it's a Coax Cable service or T1 type service.

3AB) If the ISP device gives a PUBLIC IP, then you need to make sure
that your ROUTER (NAT device/Firewall) is setup to FORWARD from External
IP to NAT IP of server in LAN that handles SMTP.

4) If you've fixed 3A/aa/ab, and it still doesn't connect you could
always call your ISP and ask if they are blocking SMTP Inbound ( in
fact, this would be the first call i would make).
