IE Component broken in SBS2003

Hi Group:
I recently rebuilt a SBS2003 server, and after installing all the latest
system updates, the machine has problem with displaying images in local
application windows, including IE.
This screenshot -
http://www.cict.co.uk/screenshot.gif - shows the missing
images in the Server Management app. Other apps are also missing images
from their UIs, though the app functionality seems to be unaffected.
The problem also applies to IE, where missing images are shown as broken
links - for example, this is a screenshot of the OWA logon screen when
viewed locally on the server -

The OWA screen is normal when viewed from a different host, and also normal
when viewed locally on the server in Firefox.
Any suggestions for fixing the problem?
