From the description, I understand the issue is that Update Services in SBSserver management console cannot work properly with the following error
message:

Windows Small Business Server (Windows SBS) Update Services is not running
because it automatically turns off if you customize Windows Server Update
Services (WSUS).
-----------------------
After reinstalling Premium Technologies, the issue persists. If I am off
base, please don't hesitate to let me know.
I. Based on my research, this issue occurs when one or more of the
following conditions are true:
a. The Approve for Detection option is not enabled for the All Computers
group in WSUS 2.0.
b. The Approve for Installation option is enabled for the All Computers
group in WSUS 2.0.
c. The list of products to download updates for is not set to All Microsoft
products.
d. The Target mode option is set to Server Mode in WSUS 2.0.
e. The WSUS service has been stopped.
f. The update classifications section does not have the critical and
security updates and service packs option turned on.
g. The Approve for Detection classifications section does not have the
critical and security updates and service packs option turned on.
h. The Synchronize manually option is turned on.
I suggest that you refer to the following article to double check the
settings and reverse the settings back:

II. If the issue persists, I suggest that we follow the steps below to
reinstall the SBS 2003 R2:
To uninstall the SBS 2003 R2:
1. In Add/remove programs, select Remove to remove Windows Small business
server R2.
2. Delete all files under the folder: C:\WSUS
3. Delete all files the folder: C:\Program Files\Update Services
4. Delete the WSUS related Virtual directories under the Default web site
in IIS admin.
- UpdateServices virtual directory
- ClientWebService virtual directory
- SelfUpdate virtual directory
5. Confirm that IIS and other buildCin websites were still functioning.
6. Check and confirm the GPOs for WSUS ware gone.
- Small Business Server Update Services Client Computers Policy
- Small Business Server Update Services Server Computers Policy
- Small Business Server Update Services Common Settings Policy
7. Check and confirm the Task schedulers were removed.
- Update Services configuration task
- Update Services synchronization task
- Update Services auto approval task
To reinstall the SBS R2:
1. Run from the Cd\WSUS_20\wsussetup.exe
2. Uncheck the Launch Website & selected Finish.
3. Run the SBS2003 R2 setup by launching setup.exe file
4. In the autorun page, please select Install Windows Small business
Server 2003 R2 to install the SBS R2.
After the SBS R2 reinstalled successfully, please verify to see if the
Update Services in SBS server management console works properly.
If the issue persists, please collect the following information for analyze:
1). All files under the folder: \Program Files\Microsoft
Integration\Windows Small Business Server 2003\Logs\
2). The SBSUSSettings.log file under the folder: \Program Files\Microsoft
Windows Small Business Server\Support\
3). Please collect the Setup MPS report for analyze:
1. Please download the MPSRPT_SETUPPerf.EXE from the following link and
then run this tool to gather some information from the problematic computer:

88b7-f9c79b7306c0&displaylang=en
2. Double-click on the MPSRPT_SETUPPerf.EXE file.
[Note] This process may take some time; however, it will not have a
negative effect on the performance.
3. A CAB file will be generated in the
%systemroot%\MPSReports\Setup\Reports\Cab directory called
%COMPUTERNAME%_MPSReports.CAB. The CAB file will contain the reports
generated by the MPS Reporting Tool.
