Ok, administrator must have created mailbox.If there is no administrator's
mailbox, EICW fails at email configuring. I hope now everything is ok

You are correct, to reinstall Exchange 2003, we need to reinstall the
Exchange Server component in Add/Remove programs.
After this, you need to do the following:
Step 1: Install Exchange 2003 SP2 since SBS 2003 R2 using Exchange 2003 SP2
by default.

Step 2: Rerun the CEICW wizard. The helps up to configure the Exchange
settings automatically.

Step 3: Please run the Change User Permissions wizard to Add mailboxes for
30 users automatically.
Note: Suppose the users are domain users.
1. Open Server Management and click Users.
2. Click Change User Permission and then click Next.
3. Click User Template and then click Next.
4. Click the users' accounts, click Add,
5. Click Next and then click Finish.
Now all the users will have mailbox.
