If you want the benefits of SBS 2003 one of its limitations is it can't be
setup in TS app mode so yes you need a 2nd server for that plus the TS
licensing. If you have an high end server box maxed out with 4 GB of RAM you
may be able to install the TS in a virtual box on top of the SBS and save
the cost of the 2nd server hardware (you still have the software/licensing
cost).

No the remote users do not have any workstations in the office - they
stay
remote.

It looks like our only answer is load our new server with Server 2003

Terminal Server (P73-02766) - would that be right?

I Can't find out how many remote users can have access - is it 5?

currently 3 in the office and 2 remote but soon to be 3 in office and 3
or
4
remote so I assume Server 2003 plus additional CALs - would these be
user,
device or TS CALS?

Desktop session and that they have accounts that are domsin admins on
the
server (so that they are "remote controlling" the server itself)? If
so,
only 2 concurrent "remote administration" sessions are allowed because
the
SBS 2003 server can only be used in Remote Administration Mode via
Terminal
Services (it cannot be used in TS "Application" mode). And allowing
users
direct remote control over your SBS server is a recipe for disaster.
So,
for more than 2 concurrent sessions, you would need to add a Terminal
Server
and licensing to your network.

If your current remote users are using Remote Web Workplace (RWW) to
access
their office workstations (and the program onhte SBS server), and you
only
need to add 2 more, your original 5 CALs that came with SBS 2003
should
cover them for remote access as long as you have defined 4 of the 5
CALs
to
be "User" CALs.
