Hello Customer,
I would like to confirm that have your performed Server restore or rebuilt
SBS before?
If yes, I believe the issue is caused by that the GUID of the mailbox was
changed. In order to regain the old emails, we need to remove the Exchange
attributes of the users and reconnect to the old mailbox.
I suggest you perform following steps to do this:
NOTE: If the emails in the new mailboxes are needed, I suggest all the
users use Outlook to backup their new emails first since after performing
following steps, the new emails will be lost.
Outlook: How to Back Up, Restore, or Move Outlook Data

After backing up the new emails, let's begin:
I assume that there are two mailboxes for each user now. If not, please
reproduce it.
Step 1:
======
1. Click Start-->Administrative Tools-->Active Directory Domains and Users
2. Locate a user who need to get the old emails.
3. Right click the user and click Exchange tasks
4. Select Remove Exchange Attributes and click Next, then click Next.
5. Click Finish
Step 2:
======
1. Open Exchange System Manager.
2. Right click Mailboxes folder and click Run Cleanup Agent
3. Please check if the new mailbox for the user is also marked with a red
x. If not, please wait for a while and run cleanup agent again.
4. After the new mailbox is also marked with a red x, right click the old
mailbox for this user and click Reconnect.
5. In the popped up window, type the user name and click OK.
6. After that, please log on this user's account and check if the old
emails are restored.
If yes, please refer to the article mentioned at the start of this email to
import the new emails to Outlook.
Please try the above steps at your earliest convenience. If you have any
concern, please feel free to let me know.
Best regards,
Manfred Zhuang(MSFT)
