Thank you for your reply. I understand that the issue persist.
After checking the files you sent, I found that all the settings of IIS are
correct.
Based on current situation, I suggest you perform the steps in our white
paper:
Deploying Windows Mobile 5.0 with Windows Small Business Server 2003

In order to keep track of the troubleshooting, please perform the steps
exactly as listed in the white paper.

If the issue persists even after following the steps in the white paper,
please perform following test:
Test 1:

On a computer, please try to visit following website:
http://YourServerName/oma
https://YourServerName/oma
https://Yourservername/exchange
Please log on your account and check if it works.
Test 2:

If it is convenient, please use another mobile device to sync with Exchange
and check if it works.
