From your post, I understand that you would like to know if we can set a
group policy to disable Shutdown, but allow Restart for the clients. If I
have misunderstood your concern, please feel free to correct me.

Firstly, I am sorry there is not such a group policy that can do this. If
we disable the Shutdown button, the Restart button will also be disabled.

However, we can use a batch file to work around this problem.

After disabling the Shutdown button, we can create a batch file and put it
on desktop. The user can restart the computer by running the batch file.

Please refer to following steps to do this:

For Windows XP clients:
================
Create a new BAT file and type following command in it:

Shutdown -r -t:1

Copy the batch file to the XP clients' desktop.

After running the batch file, the computer will be restarted in one second.

NOTE: The user must be a member of the local administrators group.

For Windows 2000 clients:
===============
1. Please visit following link to download devcon tool:

e0240/devcon.exe

2. Copy this file to the Windows installation folder
3. Create a new BAT file and type following command:

Devcon reboot

4. Copy the batch file to the Windows 2000 clients' desktop.

After running the batch file, the computer will be restarted immediately.

I hope the above information is helpful to you. If the problem still
occurs, please help me capture screenshots of all error messages you
encountered and send them to me so that I can make a further research.

To capture the image, we can perform the steps below:

(a) When the error message appears, press the Print Screen key several
times (this key is located to the right of the F12 key on the keyboard)

(b) Open Paint ['start' => 'All Programs' => 'Accessories' => 'Paint'].

(c) Click Edit (menu) -> Paste or press Ctrl + V.

(d) Click File (menu) -> Save. Save it as a .jpg or .gif file and send it
to me as an attachment.
