You need to use Sender filtering not recipient filtering.
Here enter the address as follows:
*@*.cz
Also don't forget to enable it at the SMTP virtual server.

Would someone please tell me how Exchange 2003 can be used to block
top level domains such as .ca, .tz, etc? I am wondering if it is
possible to configure the recipient filtering in some way so that all
foreign domains are blocked without using a third-party program or
device.
I know how to block a full domain using wildcards such as
@somedomain.com, but I can't seem to make it work for a top level
domain.
(And yes I understand that this will not necessarily be effective
since the "from" address in an email can be made up, however, at least
I can get rid of the spam from those places that do.)
