It actually is by design...
Typically you should not be logging on to the Servers with the actual Administrator account but rather another account with Adminstrator Priviledges
There are rare times that the Administrator account should be used to log on

After hours of investigation, I just discovered that the new server had
"Local Computer Policy\Computer Configuration\Windows Settings\Security
Settings\Local Policies\User Rights Assignment\Deny log on through Terminal
Services" set to "Administrator".
I assume this was set automatically by the OS install or by the "Configure
Your Server Wizard" when I made the server a DC. Is there a good reason for
forbidding remote login by the administrator account?
