Since you reinstalled the server (and I assume you didn't have another DC in
the domain), you created an entirely new AD domain - this means that none of
your old computer or user accounts will be valid, and must all be recreated.
.. Did you disjoin the old domain, and then run /connectcomputer to join the
new one? You need to do that.

To get to the old cached offline files - I believe you'll need to contact
PSS to get CSCCMD 1.1.
