SBS for a 45 user environment?

Seeing as halfway past the 75 user limit to SBS, how much sense does
it make to implement SBS now and then have to transition in 3 years
(expecting growth of 10 users per year), versus buying Server 2003
licenses and Exchange 2007 licenses now? The cost difference is
roughly $2000 less for SBS, but we'd be hit with the transition pack
and other licensing fees later. The company would like to offset the
initial cost of the server, but I'm curious how much work it is
converting the licenses, etc.

Also, has anyone here used the transition pack? CDW is quoting me
open licensing for the SBS licenses, whereas dell is selling box
licenses. Are both able to do the transition pack?
