Thank you for your help guys. You are great.
The problem was resolved. The issue was that there is a step missing in the
set of instructions that was sent to me to follow.
The instruction missing is to go to add/remove and uninstall the msde sql
sbsmonitoring entry.
That is the reason why it was giving the error about the msde service pack
4. It was already installed and setup was trying to replace it with no
positve result.s

Since Robert is now OOF, I'm backing up his posts.
For this issue, SP0 (not SPO) means SBS RTM without any Service Pack
applied. If you upgraded SP0 to SBS SP1, you shall follow the steps
mentioned by Robert.
If you're in the above scenario, you shall use your original SBS SP0 CD3
instead of SBS SP1 CD3 to reinstall SBS Monitoring component. When system
prompts for CD3 again, you can follow Robert's suggestion to extract 885918
(SBS SP1) and instruct the system to complete the reinstallation.
If the problem persists, please gather the following info and send them to
v-robeli@xxxxxxxxxxxxx with subject: SBS Public Newsgroup: Monitoring and
SBS 2003 SP2 (39871985) for further research.
1. Zip C:\Program Files\Microsoft Integration\Windows Small Business Server
2003\Logs folder and send it to Robert.
2. Gather an MPS Report.
a. Please download the MPSRPT_SETUPPerf.EXE from the following link and
then run this tool to gather some information from the problematic computer:

15706/MPSRPT_SETUPPerf.EXE
b. Double-click on the MPSRPT_SETUPPerf.EXE file.
[Note] This process may take some time; however, it will not have a
negative effect on the performance.
c. A CAB file will be generated in the
%systemroot%\MPSReports\Setup\Reports\Cab directory called
%COMPUTERNAME%_MPSReports.CAB. The CAB file will contain the reports
generated by the MPS Reporting Tool.

OK. Robert,
I went ahead and did as you detailed in your response to remove and
reinstall the monitoring features from small business 2003 server.
I had no problem removing it and rebooting other than I did not find the
monitoring virtual directory from the default site and could not find the
monitoring folder under the inetpub folder.
I uninstalled everything as you wanted. I went ahead and tried to
reinstall.., found disk 3 with sp1 so I used it. During the install for
monitoring I received errors.They read :
One or more subcomponents of this component has information to display
(under the red X of server tools)
Under monitoring
An error has occurred while installing Microsoft Data Engine (MSDE). Rerun
setup and retry installing Monitoring.
Then under server configuration
MSDE 2000 Service Pack 4 did not install . For additional instructions,
the SQL 2000 Service Pack Web Site atsteps:

Server\SBSMONITORING
3. Delete IIS Virtual Directory
A. Open IIS, expand servername, Web Sites, Default Web Site
B. Delete Monitoring
4. Rename Folders
A. Rename C:\Program Files\Microsoft SQL Server\MSSQL$SBSMONITORING to
MSSQL$SBSMONITORING.OLD
B. Rename C:\inetpub\monitoring to monitoring.old
5. Reboot the server, and install the Monitoring component
A. In Add or Remove Programs, select Windows Small Business Server 2003

G. Click Finish.
If your SBS 2003 is upgraded from SPO, point it to the extracted SP1 cd3
folder.
1) Download SBS 2003 SP1 (885918) from the link below to C:\.
(withb3fc3/ToDownLoadFilesandReadInstructions.htm
2) Open CMD window and type "C:\SBS2003-KB885918-SP1-X86-ENU.EXE /x"
correspondingno quotation marks) and press Enter.
3) Specifying a path for the extracted files (such as C:\SBSSP1).
4) Point the system to the folder created in the previous steps
(C:\SBSSP1\CD3).
5) You may also want to reinstall Windows 2003 SP1.
6. Let's re-run the CEICW as well.
A. Click Start on your SBS server, click Server Management.
B. Click To Do List and then click "Connect to the Internet".
C. Click Next, select connection type and click Next.
D. Select Enable firewall and click Next.
E. Follow the instructions to finish.
7. Test the issue again.
