Update!!

I had anonymous access enabled in the IIS directory security.

I have disabled that and now just have basic enabled.

Browsing to OMA from my desktop again asks for authentication
error message now "Unable to connect to your mailbox on server FOCSRVR.
Please try again later. If the problem persists contact your administrator"
the browsers tab title is "Server off-line"

From my hand held the error has changed to 0x85010014

Assuming you have ActiveSync 4.5 installed on a workstation which is
connected to the domain:

Go IE > Properties > Content Tab > Certificates Button > Trusted Root
Certification Authorities Tab

Scroll down until you find the one that matches the URL you use for OWA

Click Once on it, then click on the Export Button...
Accept the defaults and name and save to a location you can remember

In Windows Explorer, navigate to the location where the file was saved.
Right Click > Copy

In Windows Explorer navigate to the root of the device (not the storage
card) right click Paste

On the device > file explorer > Navigate to the root of the device >
double click the cert file, confirm you want to install

Then on the device, confirm you can get to OMA
Then ActiveSync on the Device and Configure Server, use HTTPS...next next
next etc

Then see if it synchs

Are you running SBS/Exchange 2003 with Exchange Service Pack 2?
Did you export the certificate from a domain desktop and then copy that
to
the root of your device and then on your device, use file explorer and
navigate to the root of the device and install the certificate?
