You can run into that if you've upgraded or migrated old stores - some prior
versions used a different default naming convention than Exchange 2003 uses.

Aha, I tried renaming the edb and stm files while offline and re-mounting
the
database. This seemed to force the creation of an empty public folder
store.
Phew!
I would still like to hear back from anyone who has a similar situation if
