As I understand, I have to have 1 CAL license for each device or,
user which connects to the server. What is considered a connection?
are there certain services that when connected are considered "CAL"
connections and some not? Is it based on activity or functions which
are called? I wanted to know because I see that I can have more then
5 connections to IIS webs (from the internet) and they do not consume
CAL's so I wanted to know exactly what kind of connections are CAL
connections. (This is just for my own personal benefit and knowledge,
not to trouble-shoot something).

The best place to ask licensing questions is Microsoft itself, or a
reseller. But I'd discourage you from running a publicly accessible website
on your SBS box (or on any server that has contact with your LAN or AD
environment).
