This seems to be an XP Pro issue related, most probably, to firewall. Add an exception to the firewall in XP for port 21. Then connect a separate computer in the DMZN and try to access the site (this step is to make sure that there is only one firewall between the client and the server).

See if that works

I hope this is in the correct area. I have ans SBS2k3 premium server running
ISA2004, SQL, Exchange and so on. We have a static IP address and a FQDN. I
am wanting to set up an ftp site on a perimeter machine and am having
trouble. I can get the site set up on my SBS server and access it fine from
inside and outside, but when I set it up on the perimeter machine I am unable
to access it at all. the perimeter machine is running XP Pro with IIS
installed and I have configured the FTP site according to the rules. I have
set the router to redirect the FTP request on port 21 to the perimeter
machine I can ping the perimeter machine from my server but I cannot access
the FTP site from anywhere. Can anyone give me direction on this? Thanks in
advance.
