Thank you for posting here.

1. No Internet access
We cannot control which user can access Internet or which user cannot
access Internet in RRAS. If you want to do that, I suggest you upgrade your
SBS 2003 standard to premium. The ISA server 2004 in SBS 2003 premium can
achieve this goal.

2. Use of Exchange/Outlook to send/receive emails
Of course every client can do that.

3. Restrict installation of software
By default, when you run the connectcomputer wizard (access
http://SBSname/connectcomputer/ on client) to join this computer to SBS
domain, the domain user account which assign to this computer will be the
member of this computer's Administrators group, and it can install any
application on this computer.

I suggest we remove the domain user account from the local Administrators
group and add it to Users group to make the domain account cannot install
any application on this computer.
a. Restart this computer, login local administrator.

b. Right click My Computer, select Manage

c. Extend System Tools -> Local Users and Groups -> Groups

d. Double click Administrators in right pane

e. Remove the domain user account in the list, click OK

f. Double click Users, add domain user account in this list, click OK

g. Restart this computer, logon this domain user account.
