I was able to get this to work after switching the site to port 80 on an XP machine. So I don't know what the problem was on the other machine under port 5556.

Additional, based on my knowledge, this issue is no relationship with the
web site port. Of course, you can test it: install IIS and SMTP on a
internal XP pro client, and then you can place the web site on the XP
client and use 80 port to test this issue.
