Is there any software that can handle sending html newsletters through
exchange 2003. About 1000 email addresses. Dont want to use outlook for BCC
emails in case of user error (and list goes out)

Send an email with a download link, don't send HTML email as many people
still don't allow HTML in their email. If you send a link to a PDF then
you get the best of both worlds. Also, don't forget, if you don't have a
STRONG OP-IN policy your IP will eventually be listed as a spammer.
