According to your description, please take the following steps:
Step 1: The default fax permission for SBS server is listed as following,
please have a check:
1. Open Server management
2. Right click Fax(Local) and click properties
3. In the security tab, you would see the following default permission.
Administrators: Allow - Fax, Manage Fax Configuration, Manage Fax Document
Special Permissions - Allow - All allow
SBS Fax Operators: Allow - Fax, Manage Fax Document
Special Permissions - Allow - Submit Low Priority Fax, Submit Normal
Priority Fax, Submit High Priority Fax, View Fax Jobs, Manage Fax Jobs,
View Incoming Message Archive, Manage Incoming Message Archive, View
Outgoing Message Archive, Manage Outgoing Message Archive,
Everyone: Allow - Fax
Special Permissions - Allow - Submit Low Priority Fax, Submit Normal
Priority Fax, Read Permission.
Step 2: Please make a clean boot to make sure the problem is not caused
third party software:
1. Click Start->Run...->type msconfig and press Enter.
2. Click Services tab and select Hide All Microsoft Services and Disable
All third party Services.
3. Click Startup tab and Disable All startup items.
4. Click OK and choose Restart.
5. After reboot, check whether the problem still occurs.
6. If there are no more problems, please use the above steps to enable
services and startup items one by one in order to figure out the root cause
of this issue.
Step 3: Please uninstall the Anti Virus software on SB S server and check
again.

<are more reliable than others. When you do a search in this group you
