Thank you for kind update. And I'm sorry for the misunderstanding of your
situation.
1. If the Application Layer Gateway service started on your SBS, please
stop it and have a try.
Note: Application Layer Gateway service is usually used with FTP Server to
allow FTP clients to access the FTP server through firewall. When internal
clients access the external FTP servers, the FTP packets are transferred
through the SBS server, the Application Layer Gateway service processes
these FTP packets incorrectly, and as a result, the FTP connection failed.
2. Disabled Receive Side Scaling and task offload by making following
registry
changes
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters
EnableRSS=0
Similarly went into
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters
Created dword DisableTaskOffload and gave it value 1
3. The problem is probably related to the security update 'MS05-019'. Here,
I suggest you try the fix in the following KB article to see if the problem
can be resolved
898060 Installing security update MS05-019 or Windows Server 2003 Service
Pack 1 may cause network connectivity between clients and servers to fail

4. If the problem persists, you may open regedit program. Navigate to the
following key:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\TCPIP\Parameters\
Change the value MaxUserPort to 40000. Reboot the server to see what the
result is.
If the problem still occurs, you may try the instructions in the following
KB article:
900926 Recommended TCP/IP settings for WAN links with a MTU size of less
than 576

5. Please try to log on to the FTP server by including a user name and a
password in the URL. Use the following format:
ftp:// User_Name : Password @ FTP_Server
There is a sample of the URL you need to enter in IE:
ftp://abc:123@xxxxxxxxxxxxxxx (ABC is the username and 123 is the password)
Note: When you follow these steps to log on to a secure FTP site, the user
name and the password may be displayed in plain text in the Internet
Explorer title bar or status bar.
If we cannot resolve the issue after we perform the above steps, please
kindly help me collect some information for further investigation:
1. Can you access ftp://ftp.microsoft.com/ from internal client thru IE?
2. Gather MPS report on SBS
a. Download MPSrepot_network from
http://download.microsoft.com/download/b/b/1/bb139fcb-4aac-4fe5-a579-30b0bd9
15706/MPSRPT_NETWORK.EXE
b. Run MPSRPT_NETWORK.exe on the server box.
c. The tool will automatically collect the information. This procedure will
take 10~15 minutes.
d. Open Windows Explorer, navigate to the folder:
%SystemRoot%\MPSReports\Network\Reports\Cab\
e. Send the .cab file directly to me at v-terliu@xxxxxxxxxxxxx
