Lan,
After messing around with the BIOS I finally got it to recognize a USB CDROM
(had to find a really old one). Now I can use all my normal tools and should
be fine.

The darn thing will not recognize a USB CDROM. I will have a look at
Steve's tool. I don't care how long it takes.
I agree with Henry - get a USB enclosure for the drive & attach it to
another working computer.... copy out the data you need.

I have used Steve Gibson's Spinrite but that was the previous

You could pop the drive in an external USB 2 enclosure
( may not work if the disk was Password protected )
Or use an external USB CD on the Laptop

I just had a look at it and it's not what I'm searching for. I was
after a program that would boot off a floppy, make the C drive
accessible and the recover deleted files. With GetDataBack (if I
understand it right) I would mount the laptop drive remotely.
