New user cannot send email

Hi
I'm quite new to SBS2003.
I have a working set up here, 3 users, all set up by someone else and working.
The boss asked me to delete a user and create another one - which I did and which worked fine.
He then asked me to change the name of the account slightly, and after looking I thought it would be easier to delete the account and create a new one with the required changes.
This seemed to go alright but the user cannot send email only receive them.
The first user I created could send fine.
If I look in Exchange system manager>Server>First storage group>Mailbox Store>Mailboxes there are all the deleted accounts mailboxes still there (7)
There are only 5 licenses installed - could this be my problem?
