From your description, I know you want to do the following thing:
1. Download POP3 E-mails for ISP and router to user's mailbox.
2. Configure shared calendar for 2 users.
3. Centralized backup.
4. Monitoring the Exchange server.
First, your plan is workable and you can configure SBS to get your goal.
Based on my research, I'd like to give you the following suggestions:
Info 1: To download POP3 E-mails for ISP and router to user's mailbox, you
can run CEICW to configure P0P3 connector.
1. Run the CEICW and configure the network settings.
2. Go through firewall option.
3. In the Internet E-mail tab, please click to "Enable Internet E-mail".
4. In the Email Delivery method page, please choose the correct email
delivery method. If you use DNS to route emails, please choose this option.
5. In the E-mail Retrieval Method page, check the "Use the Microsoft
Connector for POP3 Mailboxes" check box, click Next.
6. In the E-mail Domain Name page, enter your registered e-mail Internet
domain name, (i.e. domain.com).
7. In the POP3 Mailbox Accounts page, click Add and add the following
information:
E-mail server
Port
Password
Mailbox Type
Exchange User
8. Input the correct information in the rest page and finish the wizard.

Info 4: Monitoring the Exchange server.
To do this, you can user the SBS 2003 Monitoring and Reporting feature:
1. Open Server Management.
2. Click Monitoring and Reporting.
3. Click Set Up Monitoring Reports and Alerts.
4. Select Modify existing settings and click Next.
5. Select Receive a daily performance report in e-mail, View the usage
report in Server Managent, Receive a usage report in e-mail every other
week and click Next.
6. Input the your e-mail address to receive report.
7. Follow the other steps and click Finish.
You can also user the SBS RWW to access the SBS desktop from remote. To
access RWW, one can access http://fully_qualified_domain_name/remote
remotely, or http://servername/remote locally.Then you can logon to SBS's
desktop.

For your question "Any loss of functionality if the email is not being
routed through the Exchange Server before reaching the users?", general
speaking, if the POP3 connector is properly configured, it will work fine.
If the e-mail is failed to download from ISP, it will still store in ISP's
mailbox. If the POP3 connect failed, you can see the error in application
log.
