You didn't post an IP config /all from one of the workstations. I assume
that you are running a DHCP on your windows server and that your are
supplying the correct info to the workstations. They should have the
following configuration on their NICs:
IP - 192.168.25.x
DG - 192.168.25.1
DNS - 192.168.25.1

In the ISA create a new access rule for POP3. Select the preconfigured
POP
from the list of protocols, select "Internal" as the source and
"External"
as the destination.
Create a second new access rule for SMTP with the same setup as the
above.
Test the connection from one of the clients.

Hope this helps. Your configuration is really not anything close to
standard
and this group isn't really the place to solve your problems but give it
a
try and let us know if you got it going.
