Re: enable account lockout

I followed instructions here - (except for skipping the part of adding a
forest) -- and I was able to view lockout policies (and they were not greyed
out):

see how to enable account lockout. In GP editing or secpol the account
lockout settings are greyed out. How do I configure these settings then?
