If new DC successfully creates the SYSVOL and NETLOGON shares, and the
directory structure that goes with them, then replication occurred. (This is

There are also event log entries that will help identify if there's an issue
or if replication was fully successful, but I don't have them in front of
me.
IME (the hard way), the Windows Firewall SERVICE needs to be disabled for
everything to work correctly.
I believe the OP stated that DHCP didn't import correctly, that can be
the root of many problems.
