If the Windows Firewall was not turned off on the SBS 2003 on either the TEMP DC or the Final Box when Replication is occurring it will not complete and your problem will occur.

The Lan card I am attaching to is an intel 1000 pro. I did update all the
drivers however and turned off the advanced features. Charlie, explain your
comment about incomplete replication. All of the users and computers appear
to be there. Also I can logon locally at the console but it doesn't reconize
me from a client?
