Setting a User account's Group level on individual PC's

Running SBS 2003 Premium SP2.

Most of our staff are setup as User's in the Domain; however, there is a
need for some of them to be listed as Power User's on the local machine (for
example, our new Office Manager was unable to access Quickbooks on her
computer until I added her to the local machines Power User group. Had to
manually do this.)

Is there a way to set this from the server via script, GPO, or something
else?
