Thank you for posting here.
According to your description, I understand that you want to make your SBS
can access external FTP site. If I have misunderstood the problem, please
don't hesitate to let me know.
Based on my research, by default, SBS can access external FTP site, if you
cannot, I suggest we try the following steps to see if we can resolve this
issue:
1. You have to rerun the CEICW to make sure your SBS 2003 server have right
network configuration. Go through the follow KB and Rerun CEICW again
carefully.

Detailed steps for your reference:
a. On the SBS 2003 Server open the Server Management console. Go to
Standard Management\To Do List.
b. Click the "Connect to the Internet" link.
c. When navigating to the Firewall page, select "Enable firewall" and click
Next (I suppose you have 2 network adapters in SBS 2003).
d. On the "Services Configuration" page, select all the items and then
click Next.
e. On the "Web Services Configuration" page, make sure "Allow access to the
entire Web site from the Internet" is selected. If you select "Allow access
to only the following Web site services from the Internet", make sure all
item in the list are selected. Click Next.
f. On the "Web Server Certificate" page, choose to create a new Web server
certificate and then type the public FQDN (your public DNS name) that you
will use to access OWA and RWW (for example, if your public FQDN that you
use to access the sites is www.xyz.com, you should type www.xyz.com as the
new certificate name).
g. Go through the remaining steps.
2. In most cases, the outbound Active mode FTP issue could be related to
the security update MS05-019. The MTU change caused some network
connectivity issues. You may refer to the following KB article for the
detailed information:

3. Test the FTP in different client mode in IE. Open Internet Explorer,
click 'Tools'->'Internet Options'. In 'Advanced' tab, modify the settings
and then try the FTP access:
a. Check 'Enable folder view for FTP site' option; uncheck 'Use Passive
FTP' option (The IE will work in Active mode FTP). Does the issue reoccur?
b. Uncheck 'Enable folder view for FTP site' option; check 'Use Passive
FTP' option (The IE will work in Passive mode FTP). Does the issue reoccur?
4. If the problem persists, you may open regedit program. Navigate to the
following key:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\TCPIP\Parameters\
Change the value MaxUserPort to 40000. Reboot the server to see what the
result is.
5. If the problem still occurs, you may try the instructions in the
following KB article:
900926 Recommended TCP/IP settings for WAN links with a MTU size of less
than 576

6. Please replace the SBS with a XP computer, can you access the FTP site
from the XP? If you still can not access the FTP site, that means your
router before the SBS block the FTP access connection. Please contact your
hardware vendor or ISP for help.
If we can not resolve the issue after we perform the above steps, please
kindly help me collect some information for further investigation:
1. Do you install ISA 2004 on your SBS?
2. What's error you get when access the FTP site? Please capture
screenshots on the error messages and send the pictures to me at
v-terliu@xxxxxxxxxxxxx
3. Please let me know the FTP site address, I will try to access it from my
side.

| I think this must be obvious, but how do I configure to allow the use of
| FTP. I suspect this is in the firewall part of the Internet Connection
| Wizard? I need to enable an application to be hosted on the SBS Server to
| access out to a ftp site for updates.
