Thank you for posting here.

According to your description, I understand that you get error "The
installation of this package failed" when you install the WSS 3.0 on SBS.
If I have misunderstood the problem, please don't hesitate to let me know.

First I want to explain that this problem may be a little complex and our
troubleshooting maybe time-consuming. So if you would like to call CSS for
assistance, I would be appreciate and think it is a more effective ways. To
obtain the phone numbers for specific technology request please take a look

Based on my research, I suggest we try the following steps to see if we can
resolve this issue:

1. Please ensure that you install the WSS3.0 thru the following document:

Installing Windows SharePoint Services 3.0 on a Server Running Windows
Small Business Server 2003

2. Install the Sharepoint 3.0 hotfix package from KB 934790.

Note: This hotfix package is currently not available for public download.
Please contact Microsoft Customer Support Services to obtain the hotfix.

3. This issue may cause by the following reason:
- Install with Watson/SQM enabled. This causes the QMEnable reg entry to be
written out under "HKEY_LOCAL_MACHINE\Software\Microsoft\Shared Tools\Web
Server Extensions\12.0\WSS\Diagnostics".
- Do something that causes QMEnable to be deleted.
- Patch. The patch will look up the QMEnable reg entry and find nothing. It
will see that the component containing this Registry entry is installed and
attempt to reinstall it. It will use the value it found in the registry,
which it wasn't able to find.

To work around this problem, follow these steps:
1) Set QMEnable to 0 under "HKEY_LOCAL_MACHINE\Software\Microsoft\Shared
Tools\Web Server Extensions\12.0\WSS\Diagnostics",
2) Rerun the patch.

If we can not resolve the issue after we perform the above steps, please
kindly help me collect some information for further investigation:

1. Please capture screenshots on the error messages and send the pictures
to me at v-terliu@xxxxxxxxxxxxx

2. Use the MPS report to capture the server configurations for further
analysis:
a. Download MPSrepot_network from
http://download.microsoft.com/download/b/b/1/bb139fcb-4aac-4fe5-a579-30b0bd9
15706/MPSRPT_NETWORK.EXE

b. Run MPSRPT_NETWORK.exe on the server box.

c. The tool will automatically collect the information. This procedure will
take 10~15 minutes.

d. Open Windows Explorer, navigate to the folder:
%SystemRoot%\MPSReports\Network\Reports\Cab\

e. Send the .cab file directly to me at v-terliu@xxxxxxxxxxxxx
