Enterprise Manager is only present if SQL2000 is installed. What version of
SBS2003 are you running - standard or premium? If you are using R2 then you
are running SQL2005 Workgroup.

A client's SBS2003 server is returning this error when I attempt to browse
companyweb. I have run through KB:823287 and found that (on Method 3)
Enterprise Manager does not appear to be on the system. I was not the
original installer of the server so I'm not sure what the root cause of
this is or what the best course for resolution is.
Method 1 and 2 of the KBA were completed and passed (i.e. mssqlserver
service is running and IIS is not running in IIS5.0 isolation mode).
