The ISA rules are found in the ISA MMC.
As an alternative to allowing "All Users" you could set a DHCP reservation
for that user's computer. In ISA use the IP reservation address to construct
a rule that is higher than the SBS Internet Users Access Rule that allows
internet access only for this IP with All Users allowed here.

Personally, I would not let a non-domain-member computer connect to my
LAN. I want control over the patch level, AV, etc. for any computer
connected to my network.
That said, to allow someone to connect as you describe, changing the SBS
Internet Access Rule to apply to All Users rather than SBS Internet Users
should do the trick.

Hello,
I have one user who for varions reasons machine is not part of our
domain.
Before loading the ISA firewall client- the user was not able to get out
( Internet Browser) at all or see any netork resources.
I loaded the ISA Firewall client and can now get out to browse the
internet...and see network resources...the only issue is that my user
gets prompted each time for credentials....including each new IE
session.
Is there any rule I can adjust in ISA to allow outgoing traffice without
authenication?
