Thanks for updating.
I found event ID 8011, 8012, 8175, 8134. Please try the following:
Run setup /forestprep and setup /domainprep on the server to re-configure
Exchange schema. To do so:
Note: Please backup your system first.
1. Reboot the SBS server.
2. Insert SBS 2003 CD#2 which contains Exchange into the CD-ROM, open a
command prompt windows.
3. Change the folder to the CD-ROM drive and the directory to "setup\i386"
then run the following commands:
setup /forestprep
setup /domainprep

If the issue persists, please increase the diagnostics logging on
MSExchangeAL to MAX and collect the application log.

<Suspecting this is a permissions issue, I have trawled through the AD
<using ADUC, looking at the permissions the Exchange Enterprise Servers
<group has for various objects. What I find is a complete lack of
<consistency. For instance I see different permissions for different
<mailboxes (all in the same OU), and different permissions for different
<mail-enabled contacts (again, all in the same OU).

<messed up (I have no idea how). When I look at the GAL, I now see there
<are several mailboxes and contacts that are missing, not just the two
