Thanks for your updating.
Please also try the following steps:
1. Log in as a the local administrator of the box, can you see the
security tab?
2. Reboot the server in safe mode, what's the result?
3. Run XCACLS.EXE and try to reset the permission.
4. Use advanced security permissions to inherit and take ownership of the
folder
5. Check the following registry key:
HKEY_LOCAL_MACHINE\Software\Classes\* Shellex\PropertySheetHandlers if the
the CLSID for the Security
Shell Extension exists.{1F2E5C40-9550-11CE-99D2-00AA006E086C.
Verifywe have the key: {1F2E5C40-9550-11CE-99D2-00AA006E086C} exists at the
HKLM\Software\Classes\Drive\shellex\PropertySheetHandlers.

<Step 1: Do you have Corel Draw Software installed? If yes, the security

<If you have Corel software, the Corel Clip Art folder will give us the

<tab, just sharing and general.

<It appears that Corel puts this in a different file format. Right-clicking
<on the folder tells him to convert it to a regular Windows folder. After

<Step 2: If you have software such as ServerProtect, ScanMail, OfficeScan,
