Win2003 Server domain rights for file/shares from SBS

We have one SBS2003 server and another Win2003 R2 server that is joined to the SBS domain. All desktops (WinXP) can do what I want, but the server with 2003 R2 can not. What I want to do is create a share, and set permissions and file security to domain users.
When I go into Security to add a user or group, under "Locations" all I have as an option is that specific machine, I can not select the DC (similar to a workstation that is NOT joined to the domain). On this said Win2003 R2 server I am logging in as the domain administrator.
Yet on XP I have no problems doing this. Is this a caveat to having Win2003 R2 Server on a SBS domain, or is there another issue that the R2 has? Is there some additional step I need to do for this R2 that I do not need for desktop clients?
Basically for this certain software to work on this application server I need to create a share that I want only domain users to be able to access.
