One other thing while I think of it. I recall that fxssvc.exe was one of
the files that sfc.exe replaced, am I currently using the correct version of
this file?

Please take try the following steps:

Step 1: If you have fax application software, please uninstall and
reinstall it to see if the problem persists.

Step 2: Please reinstall the SBS fax component.

1. Uninstall the SBS Shared Fax component via Control Panel Add/Remove
programs.
2. Delete the Shared Fax key from the HKLM\System\CCS\Services registry
key.
3. Reboot the server.
4. Reinstall the Shared Fax component via the SBS integrated setup.
5. Reconfigure the fax service and try again.

If the problem persists, we may need to collect a T30DebugLogFile to check
the modem actions when sending a fax.

To enable T30 Debug logging, please follow the steps below:

1. Open Registry editor and go to the following registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Fax\Device
Providers\{2172FD8F-11F6-11D3-90BF-006094EB630B}

2. Create or modify the DeBugLevelEx and DeBugFormatEx entries as below:
