Thank you for posting here.
According to your description, I understand that the "Select a New Tape
Changer" was not available in Server Management\Backup. If I have
misunderstood the problem, please don't hesitate to let me know.
Based on my research, the link "Select a New Tape Changer" may not be
present if the data of the registry value "Backup Location" is not set to
1.
I suggest we try the following steps to see if we can resolve this issue:
1. Open Registry Editor,
2. Locate the registry key:
HKLM\Software\Microsoft\SmallBusinessServer\Backup,
3. Check the registry value "Backup Location" in the right pane.
4. If it's set to 2, double-click it and change the data to 1.
5. Click Ok to finish.
Then check if you can see the "Select a New Tape Changer" link in Server
Management\Backup.

| I did a default installation of SBS 2003 R2 and noticed that there is no
| option for "Select a New Tape Changer" in the menu or when configuring a
| scheduled backup. All of the other menu options are there (Backup Now,
