Thank you for posting here.
According to your description, I understand that you get error "Failed to
create configuration database" when you install WSS 3.0 on SBS 2003 thru
the whitepaper. If I have misunderstood the problem, please don't hesitate
to let me know.
Based on my research, I suggest we try the following steps to see if we can
resolve this issue:
If we can not resolve the issue after we perform the above steps, please
kindly help me collect some information for further investigation:

1. Close the error dialog.
2. Install the Sharepoint 3.0 hotfix package from KB 934790.
Note: This hotfix package is currently not available for public download.
Please contact Microsoft Customer Support Services to obtain the hotfix.

3. After you apply this hotfix, please run the "SharePoint Products and
Technologies Configuration Wizard."
To do this, click Start, point to All Programs, point to Administrative
Tools, and then click SharePoint Products and Technologies Configuration
Wizard.
NOTE: This is the same wizard that you run in Step 3 of the WSS 3.0
whitepaper. You only need to run this wizard once to completion after
installing the hotfix.
4. Complete steps 4-6 in the WSS 3.0 white paper to complete the Sharepoint
3.0 side by side installation on SBS 2003.
