I downloaded the IMF ops guide. I found RBL in KB. Isn't an RBL list a fee
for subscription service from a provider?

What Exchange anti-virus application do you have installed, perhaps there's
an anti-spam/anti-spyware option that you can add in that will integrate.
Once the first three (free) items have reduced the spam to a trickle, a
third party app can clean up nicely. I likeTrend CSM 3.6.
