Had a client have that problem with his workstation.
Turned out he'd had a long day and hadn't looked at the secondary "Restart" Dialogue selection in the shutdown popup window.
By default you -will- want the server to restart after a shutdown ( power outage, remote or automatic re-boot after patch install etc... )
Your slow shut-down is probably due to a driver or service issue.

Probably missing something obvious here - have a new Dell Poweredge 2900, just installed SBS 2003 R2
Have finished the basic install..ie not yet configured for Internet etc
But, have noticed that if we do Start..Shutdown, Windows (eventually) shuts down but the server then restarts !
Have checked BIOS but can't see anything there.. Don't want to configure SBS until this is sorted in case it has to be reinstalled
Any ideas ?
