Installing over the top of an existing installation, may or may not resolve a poorly installed setup.
Hopefully Merv's research will prove helpful, but I think you're probably going to wind up with ongoing issues.

This is a reinstall. I took over this server from a diffrent IT person. They
had no SBS experiance and really screwed up IIS and Exchange. I do not want
to format the HD becuase some of the data will take a long time to restore.
I have reinstalled the SBS server over the top of the old version. (Using the
same directory to delete the old server). I am able to adminster the server,
however it is acting more like a windows server with exchange and IIS then an
SBS server. I really need to try and resolve this without formating the HD.
I have already recreated the domain and reconnected all the user workstaions
to the new domain. It is R2, but I do not know how old the CD's are.

One assumes this is SBS R2 sinces its new. And this is all new equipement
and a new set of CDs?
