Resolved.
Nvidia nForce4 nic in server machine looks to be the culprit.
Problem: Autonegotiation
Set to "Force 100 Full" and we perked right back up to full throttle.
Someone mentioned this and I attempted Force 10, which didn't seem to
work. This, however, seems to have done the trick. What an elusive
problem. My thanks to Cris for the suggestion. I'm sorry I didn't
experiment with this more exhaustively before.
On a side note: One other workstation was losing connections to the
server from time to time for no reason. That workstation also has an
Nvidia nForce4 nic and I have now set it to "Force 100 Full" as well.
Hopefully in discovering this, I have solved two problems.

I did unplug a workstation from the switch and plug it directly into
the DSL modem just now and saw full rated speed, so it is definitely

if it did, it took over 24hrs and several reboots to decided to work.
It seemed to put Inet traffic back at full speed immediately after

why this would make an impact on the internet traffic on the SBS
box.
Firefox is a browser program as is Internet Explorer and I like
Firefox better. I feel a little safer running Firefox on the server
than I do IE.

I remember posting a while back as a client has a laptop hooked up to the
router for direct internet access as a backup, hardly used but they are a
trading company in stocks and shares and internet is paramount ( 3 x ADSL
lines too)
Client pc behind ISA speed test was much slower than laptop (only seen on
ISA installs, standard was fine) however download a file from big supplier
i.e Microsoft and speeds were same. It may be something in ISA distributing
/ sharing.
As SG says, run the test again say 3 mins and get diff results..
It must be the way a speed test works (don't know the technical aspect) LAN
and Internet speeds are very quick and any millisecond delay will result in
different speeds. Something connected direct to internet box will get a
different speed than a client pc behind a server on a lan. Try again in an
internet connection scenario. Initial pc gets one result, make it a ICS
machine it will be slower than original speed and machine getting IP from
ICS machine will be even slower.
Putting a machine direct to internet box is not a same comparison. Ensure
all pcs are turned off and try again from server, does this give different
results ?
Tell the other company to put a mini hub between laptop and internet box,
does that give different results ?
Interesting that Firefox gives different results. Was it a firewall client ?
Turn off client firewall make it just a nat client does that give different
result.
I don't think it has anything to do with recent SP as I had this question
from clients at least 6 months back.
Overall, mathematically, its not a like for like comparison so the results
cannot be compared.

According to that program, there are a myriad of KB's installed under
"SP2" under Windows Server 2003 staring on 9/15/05 up to 1/13/07,
which then lists SP3 and the KB's start again, of which there are 6.

I upgraded FireFox on the server machine just now and ran a speed
test. Speed test was a full speed this time. Ran speed test from
client with same result, full speed.
Perhaps one of the methods applied previously did not apply itself
until now. I don't know. I'm confused now. I can't see how
upgrading a browser on the server could affect the speed of the
internet in this fashion or how it would affect the access speed of
the workstations.
I also cleared the ISA cache and refreshed the dns cache yesterday.
Forgot to mention that.
Well, all I can say is something took and it is up to speed now.

Although the DSL is new to this office, it was working for a couple
of
weeks and then about two weeks ago we started seeing the problems
on
the workstation. I immediately assumed phone company. The phone
company ran a lot of tests on their end and then came to the office
to
test and they showed it working as fast as offered inside this
office. We are across the street from the CO so we actually get

full 5mb.
Not only are the workstations at about 50% on the speed test, but
running speed test on the server shows it is the same slow speed as
the workstations.
Could this be a new service pack or update or upgrade doing this?
