Thank you for posting here.
According to your description, I understand that you get error 7031 when
client add an attachment to an email in Outlook Web Access. If I have
misunderstood the problem, please don't hesitate to let me know.
Based on my research, I suggest we try the following steps to see if we can
resolve this issue:
For Exchange 2000:
Microsoft and McAfee have identified an issue in version 4.1.50 of the
GroupShield engine that may cause the information store to stop
unexpectedly without generating a user dump file.
RESOLUTION
To resolve this issue, obtain GroupShield hotfix 3. To obtain this
GroupShield hotfix, contact Network Associates.
NOTE : The Silent store exit can still occur after you install the
GroupShield hotfix 3. If this happens, contact Network Associates to obtain
the latest hotfix that contain the GSEVS.DLL for GroupShield 4.5. Under
GroupShield 5.0 and 5.2 for Exchange 2000, obtain the latest hotfix that
contains GSEVS2.DLL.
WORKAROUND
To work around this issue, temporarily disable antivirus scanning. To
disable antivirus scanning, you need to edit the registry.
WARNING : If you use Registry Editor incorrectly, you may cause serious
problems that may require you to reinstall your operating system. Microsoft
cannot guarantee that you can solve problems that result from using
Registry Editor incorrectly. Use Registry Editor at your own risk.
To disable antivirus scanning:
1. Quit the MSExchangeIS service. Typically, if the information store is
using 100 percent of your computer's CPU, you cannot quit the service
gracefully. Instead, you must use Task Manager to end the process.
2. Quit all of the GroupShield services.
3. Start Registry Editor (Regedt32.exe).
4. Locate the Enabled value under the following registry key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSExchangeIS\VirusScan
5. On the Edit menu, click DWORD , type 0 (zero), and then click OK .
6. Quit Registry Editor.
7. Start the MSExchangeIS service.
8. From a command prompt, type tlist -m gsevs.dll .
9. In the resulting list, verify that the GroupShield scanning DLL is not
loaded on Store.exe.
For Exchange 2003, please go through the following steps:
Event IDs 7031 and 9673 are logged when the Microsoft Exchange Information
Store service crashes in Exchange 2003 SP2

| I am running McAfee, not Norman, so this incident does not relate to
