I don't think I ever saw that before (not being able to log on locally). I would have asked if you are sure that use a correct id and password but I assume you are (I mean the id and the password for the local computer, not the domain).
I'm afraid that the solution is a reinstallation of the O/S

Thanks, I know what I should be able to do but it does not allow login to
local computer, that is my point. Unable to login to domain, unable to login
to local computer, unable to login either way from normal boot or safemode.
I have tried every possible way I know. I even pulled out the wireless nic
hoping that the system might somehow re-enable the on board nic and still no
luck. Even tried installing a PCI NIC with no luck because I can't get into
the system to configure.
