Thank you for posting here. And thanks for Merv's useful link.
According to your description, I understand that you can not access
internal W2K Citrix Server's TCP 1494 and UDP 1607 from WAN. If I have
misunderstood the problem, please don't hesitate to let me know.
Based on my research, I suggest we try the following steps to see if we can
resolve this issue:
1. I'd like to confirm the steps you configure the port forwarding in SBS.
1) Run rrasmgmt.msc in SBS 2003
2) Extend IP Routing and you should see the NAT/Basic Firewall node
3) Highlight NAT/Basic Firewall and you will see SBS server external
network interface on right (By default the interface name should be
"Network Connection".
4) Right-click Network Connection interface select Properties
5) Click Services and Ports tap
6) Click Add button, enter the description, select TCP, input 1494 in
Incoming port box, input W2K Citrix Server's IP address in Private address
box, input 1494 in Outgoing port box. Click OK
7) Click Add button, enter the description, select UDP, input 1607 in
Incoming port box, input W2K Citrix Server's IP address in Private address
box, input 1607 in Outgoing port box. Click OK
8) Click OK to finish
2. If the issue persists after the above steps, you have to check the
settings of firewall/router before the SBS. The connection may deny by your
ISP or your firewall/router. Please also forward the TCP 1494 and UDP 1607
from your firewall/router to SBS external interface. For detail steps,
please contact your hardware vendor.

| In a test environment, using the SBS 2003 built in firewall, I am trying
to
| open up TCP port 1494 and UDP 1607 for access into a W2K Citrix Server
| connected to a SBS 2003 domain. I can access the Citrix box fine from
within
| the LAN, but can't from the WAN. I have modified the allowed ports 1494

| 1607 within Nat/Basic Firewall to allow for the connection, and pointed

| that I can't connect to the server. I can't telnet into any of the ports
| either. I have also run netstat to see if the ports are responding and

| do not. I have opened other test ports to see if they are listening and

| don't respond either. Ports 80, 110 etc do respond ok. What am I missing
